A complete job search can also include writing directly to employers that fit what you want, whether or not they have posted anything. That is not a shortcut. Many of the businesses you contact will not be hiring and many will not reply. What direct outreach gives you is a wider set of employers and a first message that you control.

Local businesses such as a marketing agency, an accountant, or a dental practice hire at different times, and from the outside you usually cannot tell whether one is hiring right now.
A speculative email does not assume there is a vacancy. It introduces you, says what kind of work you are looking for, and asks whether they are open to a short conversation. If there is no role, you have spent a minute. If there is one, you have started the conversation, though that is not a promise of the job.
